3 -In this case, the conversational agent will be maintained by the municipality. While the police and the emergency services will be responsible with the dispatching of emergency services to the affected public.

5 -As such, there is a requirement for the municipality and the police to communicate the usefulness and the necessity of the conversational agent in the first instance. From there, the technology can begin to be trusted by the public. It is important that in the design framework, the public is also involved in the design and as such, it is created as a truly participatory system. As such, the public and their value-inputs are very important for the design and should be taken into account.
